Chikd tax credits

Are foster parents able to claim child tax credits on children placed with them? Even if they weren't placed the whole year?

If the foster child lived with you more than half of the year and met the other qualifications for a qualifying child you can claim them and would receive child tax credit.

I was told the foster parents can receive the foster care deductions but could not claim the children because they are dependents of the court and will kinda be like double dipping
