Can I carryforward cash donations from 2019 that were not used since I filed under Standard Deduction last year, 2019?

No, if you do not itemize charitable deductions in a tax year, you cannot carry forward. The carryover only applies to deductions you were not able to deduct in the year due to income or other restrictions.
