Look at your tax return.
You have to access your own account and/or print it for yourself using exactly the same account and user ID that you used when you prepared the return.
Many people have multiple TT accounts and forget how to access them. Log out of the account you are in now.

Or did you use the desktop version of TurboTax? If so, the files are on your own hard drive or any backup device you used like a flash drive.

2019 Standard Deduction Amounts
Single $12,200 (+ $1650 65 or older)
Married Filing Separate $12,200 (+ $1300 if 65 or older)
Married Filing Jointly $24,400 (+ $1300 for each spouse 65 or older)
Head of Household $18,350 (+ $1650 for 65 or older)
Look on line 9 of your 2019 Form 1040 to see your itemized/standard deduction amount

Is this to see if a state refund you got is taxable?
A State Tax Refund is taxable if you itemized deductions on that prior year's federal return and took a deduction for state income taxes instead of the sale tax. You got a deduction benefit for it so now you have to include it as income. If you took the standard deduction it is not taxable and you don't need to report it.
You need to check your 2019 1040 line 9 to see which deduction you took. How much is on line 9?

Can one itemize on one's state return even if one claimed the standard deduction on the federal return. If so, how can one tell if standard or itemize deduction was taken on the Federal and State in TurboTax for the 2019 tax year?

Which state return are you filing?
Some states allow you to itemize on the state return even though you claim the standard deduction on the Federal return. Enter your itemized deductions on your federal return as if you are trying to itemize for Federal, TurboTax will automatically apply itemized deductions to your state return if your state qualifies for that.
To check if you itemized in 2019, check line 12 of your 2019 Form 1040 to see if the deductions taken exceeded the standard deduction for your filing status:
Single or Married filing Separately $12,200
Married Filing Jointly $24,400
Head of Household $18,350
You can also check your state form to see if you itemized last year.
