Can my ex boyfriend claim my child if there is a temporary court order even if she lives with me all year? He does not follow court order to pay child support regularly.

I have full physical custody of my child and she lives with me all year. My question is, can my ex boyfriend claim my daughter just because there is a temporary court order from last year saying he can? Even though he does not provide 50% of her care or follow the court order to pay the full amount of child support every month. And I have never signed any forms giving him permission to claim her.
