How can I itemize my State deductions?

Yes, you can itemize your deductions on your NYS return if you take the standard deduction on your federal return. See more information below. Therefore, you will need to enter all your itemized deduction amounts in the federal section of TurboTax so that they will flow over to your New York state return.
Beginning with tax year 2018, the Tax Law allows you to itemize your deductions for New York State income tax purposes whether or not you itemized your deductions on your federal income tax return. See new Form IT-196, New York Resident, Nonresident, and Part-Year Resident Itemized Deductions, its instructions. From: https://www.tax.ny.gov/pit/file/itemized-deductions.htm
