Can i go back and edit my property tax refund portion after i filed my states taxes, or is it too late?

The only way you can change a tax return that has been filed and accepted is to prepare, print, sign and mail an amended return. For federal that is form 1040X which will not be available in TurboTax until 2/28/19 or later. If a tax return is rejected, you can make the change and resubmit it.
