Can i get a tax credit for a plug in car i bought in 2016? i didn't owe any taxes that year so i didn't receive a credit.

No, you can't.  It's too late, at this point. 

For a credit or refund, you generally have to file an amended return within three years, including extensions, after the date you filed your original return, or within two years after the date you paid the tax, whichever is later.

Please see the TurboTax Help article What is the deadline for filing an amended return? for more information.

And, if you didn't file a return that year, you still wouldn't be able to claim a refund if you filed it now.
