Can I get a tax break on my car registration fee even though the car is not under my name but I'm the one who paid the registration?

No.  The owner of the car can enter the registration fees.   And....unless you have enough other itemized deductions to enter like mortgage interest, property tax, medical expenses and/or charity donations --entering car registration fees will have no effect on your tax due or refund.   Unless your itemized deductions exceed your standard deduction, they do not change anything.
