Can I deduct the legal expenses I am paying for my mom in order to complete her Medicaid application?

I am paying the legal fees for the lawyers to submit a Medicaid application for my mother who is in a nursing home and unable to pay.

No. Legal fees are generally not deductible. The two exceptions are for legal fees incurred to determine or collect any tax liability, and legal fees expended to secure taxable income. Medicaid is not taxable, so legal fees for it are not deductible.
