Can I deduct the health ins premiums that my husband pays his employer to have me on his health plan where he works if I am self employed?

Not if he is paying them with pretax money. If the premiums are taken directly out of his paycheck, then the amount is not likely to be included in box 1 of his W2.  This means that money was never taxed, therefore, if you claimed it again you would be getting a double tax break on the same money. The IRS does not allow that.
