Yes, you can deduct sales tax paid on a new car if you itemize your deductions and opt for the sales tax deduction instead of the state and local income tax deduction.

No, Sales tax on a vehicle purchase would get entered in the Deductions and Credits section of TurboTax. After you get to that section:
Unfortunately, you can only deduct either sales tax or the state and local taxes and not both of them.
The State tax and the local tax on your Motor Vehicle Title Receipt would be the only parts deductible as sales tax.
You may be able to deduct the part of your motor vehicle registration that is a tax on the value of the car under the Personal Property Tax section of TurboTax. See Is your Car Registration Deductible? for more details about this deduction.
