Hello,
My wife and I are retired. We opted to pay the entire premium in order to be covered under the insurance program offered by the public school where she was previously employed. She was a teacher, and I was an engineer prior to retirement. We both retired in June of 2021. Neither of us has ever been self-employed.
May we deduct 100 percent (> 7.5% of AGI) of these premiums on Schedule A?

Yes.
Pub 502 on Medical and Dental expenses says "Medical expenses include the premiums you pay for insurance that covers the expenses of medical care, and the amounts you pay for transportation to get medical care" and medical expenses are deductible on Schedule A (the amount over 7.5% as you note).
