Can I deduct medical expenses paid for my mother that is not my dependent and is not a U.S. citizen? I'm a foreign worker in the States on a work Visa.

I've been living in the U.S. for 4 years and I'm currently on a L1-B Visa.

My family came to the States for a short visit and I had to pay out-of-pocket for medical expenses incurred in a domestic accident.

Sorry, but you cannot.  Medical expenses are only deductible for you, your spouse and your dependents.

Note the requirement in that post "He or she was a U.S. citizen or legal resident, or was a resident of Canada or Mexico, for some part of the year."  As you didn't mention it, I'm assuming Mom is not a US Citizen or resident.  A "short visit" does not confer resident status.
