Yes, if the premiums qualify for the credit, you may claim it.  However, you can only use the premiums you paid in the year you paid them, so 2011 for 2011, 2012 for 2012, and so on.

You may file amended returns to claim the credit, but in most states you can only go back to 2015 - and after April 15, 2019, you may not be able to amend 2015.
