Normally, you can only  claim medical expenses for dependents. However, the IRS does allow for exceptions.

You can include medical expenses you paid for an individual that would have been your dependent except that:
  • He or she received gross income of $4,300 or more in 2021;
  • He or she filed a joint return for 2021; or.
  • You, or your spouse if filing jointly, could be claimed as a dependent on someone else's 2021 return.

@akroush_samer

To deduct medical expenses for your parents in Jordan.

1) they need to be US Citizens or Resident Aliens. If they are Non-Resident Aliens, there is no benefit

2) Even if they pass 1), if they are providing more than 50% of their own support, there is no benefit.

3) if your parents are providing less than 50% of their own support, YOU must be providing more than 50% of their support. And at that point,  YOU must itemize your deductions and only the medical expenses that exceed 7.5% of your income are deductible in any event.
