We do not have enough information from you. What about their parents? Are they being /can they be claimed by a parent?

Possibly. If they live with a parent who is claiming them, then no you cannot claim them.
If a parent is not claiming them, then you would need to pay for more than half of their support for the year. If they are over 18 (or over 24 if a full time student) then they would have had to make less than $4,350.
