Yes any mortgage interest is deductible if you itemize.

Can I claim mortgage interest on a second mortgage for tax year 2020?

The correct answer would be maybe, if you itemize and your mortgage is under certain limits. See pub 936 for the limits. https://www.irs.gov/publications/p936
