No.  Each year is separate.  You can not deduct tax payments for a prior year.  You can only deduct state tax payments on a federal return (if you Itemize Deductions).

Federal tax payments are never deductible on your federal tax return. In some states, federal tax payments are deductible. If you live in one of those states, the payment is deductible when it is made, regardless of what year it is for.
