Can I claim for my child as she is retarded .don't have SS# but lived with me for over a year in the tax period 2018?
Brought her up to the States after hurricane Maria. She is a special needs child

No, in order to claim her, the IRS requires that she would have a SSN. You can apply for a SSN for her and then you could claim her. You may need to file an extension while waiting for the SSN to arrive.
