No, unfortuneatly, if you have a loss from a casualty, then deduct it in the year the loss occurred.  You can amend your 2016 and include the casualty loss if it would be beneficial.

In federally declared disaster areas, you can deduct a loss in the preceeding year by amending your previous year's return but you cannot deduct it in the year after the loss.
