You can, it doesn't matter what state they belong to. They may not be deductible if you don't itemize your deductions though.

"Registration fees' are not deductible.  What is deductible is personal property taxes, which is a tax you pay based on the value of your property.  In some states, a portion of the registration fee may be a value-based tax, and you can include that as one of your deductible state and local taxes.  But probably not the entire registration fee, and not in all states.
