Yes all international students holding an F, J, Q or M visa are exempt from the individual mandate for their first 5 calendar years in the US.

You will file Form 8965 Health Care Exemption to claim your exemption.

TurboTax Free edition does not support Form 8965 Health Coverage Exemptions. You will need to use TurboTax Deluxe to file Form 8965.
