Can a mother claim her child that was in foster care for 3 months

My children were placed in foster care for 3 months, can I claim them on my tax return or does the state/foster parents get to claim them?

It depends. If they lived with you for MORE than 6 months, then they meet the criteria for living with you to claim them. The foster parents can't claim them unless they lived with them for MORE than 6 months. The 6 months is key.
