CA 593 Forcing Line 35 To Be "CASH POOR" whenever line 34 has an entry (Whether $0 or More)

I am trying to enter the information from a California Form 593 for the sale of a rental property. The proper selection for line 35 (i.e Type of Transaction) for me is A (i.e. Conventional Sale/Transfer). However, as soon as a value of ANY AMT (including $0) is entered on line 34 (i.e. Amount that should have been withheld), Line 35 AUTOMATICALLY selects E  (i.e. "CASH POOR") and disables so this can't  be changed. What is causing this and how to I correct it?

I appreciate the response. Unfortunately, the same thing happens. Filling in line 34 on form 593 "moves" my checkmark on line 35 from "A" (Conventional Sale/Transfer) to "E" (Cash Poor). My 'solution is just not to fill in line 34 as that amount is added to the final line 37 which is the "Amount withheld from this Seller/Transferor"
