Box 10 on the 1098 form does not have a property tax amount listed. However, I know my property tax amount for 2016. Do I still enter my 2016 tax year property taxes?

Yes, if you paid the property taxes in 2016 then you can enter the amount that was paid even if the amount is not listed on your 1098.  However, if the taxes were billed but were not paid then you would not enter the property tax information on the return.
