If you have qualified for a Child Care Credit in the past, and you entered child care expenses for 2018, there may be an incorrect entry in that section making you 'ineligible' this year.
Go through the section again and make sure all entries are correct. The child is correct, the provider is correct, the amount paid is correct, etc.
Did you and your spouse both have Earned Income? Unless one spouse is a full-time student, both spouses must have earned income (including self-employment).
