I am using the standard mileage rate method for this year for my business miles traveled. Are toll road expenses included in the mileage rate for 2019 ? Or am I required to claim these toll expenses separately? If they are separate, what would I categorize this under in quickbooks self employed? I remember reading somewhere that toll expenses are not included in mileage rate deduction, nor is part of the actual expenses deduction. But instead, that they were to be tracked as a complete separate deduction all to their own. But I'm not sure if this is a old rule or what's what. Also, any toll expenses occurred during commute miles does not count, correct?

Yes tolls must be tracked and entered as an expense separate from the mileage. Tolls paid during the commute are not an allowable expense. I can't tell you where to enter them in Quickbooks.
Mileage expense is no longer deductible as an employee expense. You can only deduct mileage if you are self employed.
