Are COBRA payments deductable as Self-Insured Medical Plans in Michigan?
I have paid a full COBRA premium for a few months last year, in Michigan. I believe the amount is too small to qualify for Federal deductions, but I'm unclear if those payments are deductible for State of Michigan taxes. I received no compensation for the payments, I'm paying it fully myself.
Also, somewhat related to that, is the payment considered in a tax year for the year of coverage or the time the payment was made? i.e. is a payment made in December 2019 for January 2020 coverage considered part of 2019 or part of 2020?

COBRA insurance payments won't qualify for the self-employed health insurance deduction.
