Are 2022 tax refunds being taken for debts like child support, spousal support, etc?

The last couple years the refunds couldn't be taken for whatever reason, I assume the pandemic.  But what about this year, 2022 refunds?

If you owe back child support or back taxes your 2021 refund can be seized.    TurboTax never knows about offsets to your refund.   But you can check to see where you stand with the Bureau of Fiscal Services.

So if I call that number and it state that I have 1 debt offset, that means that I might as well consider that amount taken for that debt? Would you agree?
