American opportunity tax credit

Some experts say that we can use turbotax free edition to claim the ifetime learning credit (LLC), but we must use the deluxe edition to claim the American opportunity tax credit. Form 8863 is used to claim these 2 education credits, can anybody explain why the discrepancy occurs here? Thanks.

ps I do understand the difference between these two credits.

American opportunity tax credit

AOTC is a refundable credit, which now goes on a different Form 1040 schedule than does LLC (which is not refundable). That schedule is not available in TT Free.
