It is not your income that matters but the amount of tax liability you have on your Form 1040 Line 20.  If the liability is less than $7500 then the EV credit reduces your tax liability to zero and any remaining credit is lost.

@Amir1345 if you are filing single, then your taxable income is $65,000 - $13,850 or  $51,150.  The tax on that is approx $6550, the EV credit could not exceed $6550.
