3 siblings inherited condo where 1 resided; he paid repairs & upgrades prior to selling condo. Are his costs split 3 ways or can he give receipts to me to lower my CG?

Residing sib lived in condo 2 of the past 5 years, he has no CG burden.  Third sibling is hostile & abusive; residing sib would like me to benefit solely from all the CG reductions he paid, if this is legal.

No, you each would claim 1/3 of the cost basis if that's what you each inherited.  The cost basis would include 1/3 of the improvements made by that one sibling over the years.  The one who resides in the property cannot "gift" the higher cost basis to either of the other two.
