This is still an issue for tax year 2025. I itemized Federal, and even the manual by hand math shows I have a NY deduction much greater than the standard even with income reductions.. Turbo Tax online gives me no option for the IT-196 or even to choose standard versus itemized. The online tax experts agree and still no luck.

All deductions are missing. There is no IT-196 generated or option to evens choose itemization despite gambling losses, sales tax and donations well exceeding standard deduction even after income adjustments.
I just put a fake $50000 charitable contribution to force itemization on NY state. It now generates the IT-196. When I preview my return line 29 for gambling losses is blank despite there being $130k of losses on my fed schedule A. TurboTax online is not transferring gambling losses from federal deductions to state.

you can clearly see on line 6 of worksheet 3 in the NY return that only 25% of $213 donations is used, and gambling losses not accounted for.

Has there been any update on this bug? I generally have the same issue. I cannot choose to itemize for NYS even though I itemized for Federal, and it seems clear that it makes sense to itemize for NYS.
The issue reported in this thread was related to gambling losses not transferring to the NY return and it has been resolved. @tlv Make sure you have entered all of your itemized deductions on the federal return (even if you are taking the federal standard deduction) and when you go through the NY state return, you will be given the option to use itemized deductions just on the NY state return. If you itemized on your federal return, the state return will default to itemizing deductions also.
