So, I waited until yesterday which is the date Turbotax said in my version that this will be fixed and went to status and review and it says to refile, but I do not see any changes at all. When will this be fixed so that I can reliably refile?

After you log back into your return and download the new PDF, look at your Form 1116 Part IV (Summary of Separate Credits From Part III). What are the values in these fields? :

'ForeignGeneralIncTaxCreditAmt' - Line 28

'ForeignIncLumpSumDistribCrAmt' - Line 31
'TentativeForeignTaxCreditAmt' - Line 35
If at least one of those fields has been updated to include a foreign tax credit amount, then you should be ready to re-file (per the above error message).
If not, try these troubleshooting steps to update your software:
First, begin logging out of the TurboTax platform you're using, Online or Desktop.
If you are using TurboTax Online
If you are using TurboTax Desktop
** If you are using the phone/tablet app, try changing to laptop/computer if possible. If you do not have access to a computer, switch to a web browser within your phone or tablet, and sign in from there.
**You might also want to uninstall and reinstall your desktop product (this has worked for some users). Make sure that you save the file and do a back up of your information (you do not want to lose any information). See: How do I back up my tax file in the TurboTax Desktop software?

The only change is that lines 32 and 33 now also have a zero as did 35 in the prior version. Is this safe to refile?
I also backed up my return and reinstalled my desktop version and restarted my computer.

I am not able to figure out how to reach the tax expert because all of the items keep floating around her head.I try to click on to respond, When when I try to click in the box, The blank will go away and not let me put anything in the blank, so I can talk to the tax expert
When I clicked to the screen that shows the circle with the tax expert in it, there are several items that keep circling her head. when I try to click in that box, I cannot enter anything no matter whether I use the microphone or not
