My HSA Bank did not provide a Federal Tax ID on my 1099-SA and says it is “private”. Do I need that number when I file my taxes? Will the IRS disallow the contributions?

You do have to enter the 1099-SA into TurboTax and there is a field for the EIN, so yes, you will need it. But it may not be a mandatory field.
Your contributions come from your W-2, so those will be counted. When you enter the 1099-SA, you will tell TurboTax that the full distribution was for medical expenses (assuming it was) so the amount on the 1099-SA is not taxed. You can try to enter a dummy EIN in TurboTax and attempt to e-file. If it rejects, you can go back to them and request the EIN, only if necessary.
The IRS requires that all filers of 1099 forms have an EIN and requires the EIN to be shown on the form. Look again at the form. An EIN is a 9-digit number of the form xx-xxxxxxx.
