best would be to contact Vanguard. we can't see what you are looking at.
Hmm... not all of the message showed up. Basically what is TurboTax asking for with foreign dividends?... qualified and non-qualified or just one?
Vanguard 1099-B shows Mutual funds - with foreign portions - with following information:
- % of fund that is foreign. Both a "Foreign Source Income Total %" and a "Foreign Source Income Qualified %"
- $ from qualified dividends, non-qualified dividends, foreign tax withheld, and capital gains
So you can calculate the amounts using the % and $... you just need to know which ones to use.
I'm guessing I could use the first row in the below link... but just guessing.

updated link for 2021
Looking into more...
It looks like it is just asking for the (foreign) ordinary/qualified dividends in the Vanguard Mutual Funds (that had foreign stocks/etc.).
When you look at the end of your 1099-DIV from Vanguard it will show the ordinary/qualified dividends from the Foreign funds... just add them up.
*You'll know which ones have foreign as the will also show a "foreign tax withheld" line.
