It looks like I'm supposed to be able to put in a number or a date from the instructions, but it will not let me put anything but numbers in there.

You are not meant to put in a date into that field. 

It is asking for the outstanding mortgage balance either on the last day of the year or on the payoff date (if it was paid off during the year such as with being refinanced or just paid off).  The wording is a little confusing.
