If no income on my brothers estate 401K only (no will or beneficiaries) didn't make a income I as an administrator don't need to file a 1041?

I believe you mean you have an estate that holds a 401-K pension plan as it's only asset and there were no distributions from it in 2024. If so, you don't need to file an estate tax return since the income is less than $600.
