100% Traveling Consultant with no-home address

I am a consultant who travels to a new location somewhere in the world around every month.

My parents live in Oregon, so my drivers license is an Oregon's driver's license. However, I probably spend only 2-3 weeks out of a year in Oregon. 

Because of the low amount of time I stay in any particular location, I am very confused as to how I should file my state taxes. When I look at my pay documents, I am getting tax withholdings not only in Oregon but a bunch of other states I have worked in. I am hoping to get a refund for these multi-tax scenarios. Can someone help clarify how exactly my state taxes are supposed to work?

If Oregon was your permanent home (your domicile) when you started consulting, and you have not established a permanent home elsewhere, Oregon will still consider you a resident for tax purposes, and ALL your income will be subject to OR taxation.  http://www.oregon.gov/DOR/programs/individuals/Pages/what-form.aspx

In addition, non-resident states can tax you on income you earn from physically working within their borders, if your income in the particular state exceeds its filing threshold for your filing status.  You can find the filing threshold for each state by going to its tax website.  Filing thresholds can vary greatly from one state to another.

On your OR tax return, you'll be able to take a credit for taxes paid to other states on income that is also taxed by Oregon.  This avoids double taxation.
