This has Happened to a number of folks who installed the software on a Windows computer using the CD:
Fixes:
A) shut down the software entirely, then:
Try downloading and installing the separate "Manual Update":

Then restart the software.....and try again. IF your initial NY forms were installed, you will have to do the internal software update again too, since the state forms are not in the Manual Update.

B) Still a no-go try the following:
..Save your tax file and Exit TurboTax....then:
1) right click TurboTax 2019 icon
2) Select … Properties
3) Select the Compatibility tab
4) In the "Settings" box … check the box to "Run this program as an administrator"
5) Apply...OK...then restart the program and try again

C) Still? ............You might need to uninstall the entire program. Then, don't use the CD or the initial installation file you used to install TX initially, but instead get a new installation program that has already been fully updated. Follow the directions here...but you will need your licence code (or maybe you already have an account):
