If I moved from RI to HI in August and my car is still registered in RI and my license is still in RI do I have to file as a RI resident and a non resident in Hawaii?

You will file part year returns for both states with your resident state being Hawaii. The IRS just cares about physical presence (where you spend the night) when it comes to residency.
