I'd like to file my state first since I am getting a refund then wait to File federal - how do I do.?

You can efile the federal return now ... you don't have to pay until 4/18/17.  Pick the option to mail the feds a check then decide how you want to pay later.

Unfortunately, you can't. Although state returns can be e-filed with your federal return (or after your federal return has already been accepted), it's no longer possible to e-file state returns before the federal.
