She is a full-time student in NYC with teaching assistant job in the university, did 3 months consulting work from home in NYC, never been in the NJ company. 1099 NEC shows NY state, not NJ. Does she need to file NJ nonresident tax? Thanks a lot, in advance!!

No. If she did not work in or conduct business in New Jersey the income is not considered New Jersey Source Income. A New Jersey tax return is not required to be filed.
