The preparation and filing (and the Turbotax fee) of a state return is not automatic. It's optional. If you're having trouble doing that, first try deleting the state. See https://ttlc.intuit.com/community/taxes/discussion/deleting-a-state-return/01/1368722#M495828

As other have suggested, it's not clear what that means. I assume you will also file the OH return by hand. Here's a post with a similar problem.
