I payed about 3 or 4 months of WI state tax by mistake. we moved from WI to MN full time in 2019. I thought I had changed my withholding all to MN but missed my pension. So I got a 1099R for WI and turbo tax had me fill a WI return witch shows that I would owe about 3k in taxes. We are both retired have SS and pensions and IRA income only. Is there some way to get that tax money back without filing a WI return?

No, to get the money back you'll have to file a WI nonresident income tax return. On the WI nonresident income tax return, you are asked to enter how much of the 1099-R income should be allocated to WI. You should enter $0.
Allocation, in this case, means to assign income to the state you were living in when you earned it. We'll either ask you to separate the income you earned or to verify the allocation amounts we already calculated for you.
Allocating your income shouldn’t be too difficult, but it can involve some math. You'll need to determine if the income you're allocating is earned or unearned, as these are handled differently:
thank you Helen helpful. I bought a WI tax return from turbo tax but it transfers all my federal income to WI. Is there a special WI nonresident tax return form for this. I been through the standard form that I bought but have not benn able to follow your instructions. thanks Bob
Also I did get a 1099r with just the amount of income that was allocated to WI and the state tax payed. I entered it on the federal form with the rest of the 1099Rs. thanks again

It depends. Form 1NPR is the Wisconsin non-resident form that is generated when you indicate in the Wisconsin interview that you weren't a resident in 2020.
thanks for your help. still have all of my federal income on both MN and WI returns as income. what I did was entered all of my 1099s in the federal form and completed it then turbo had me do the MN tax form and then do the WI 1NPR form for WI. as I said it listed all of the IRA and Pension distributions as WI income which generated a large tax bill. I'm not sure how to correct this problem. any help is welcome. thanks bob
PS just a thought I never got a WI interview as stated in your reply
