If your income was higher than the filing threshold amounts, you will need to review your W-2 wages or other sources of income to ensure they withheld state taxes in Wisconsin. If they did not, it is entirely possible you do owe state taxes as nothing was withheld on your earnings.
It doesn’t sound likely that you would owe Wisconsin tax for living there less than a month but owe nothing to Arkansas. It’s certainly possible.
Check your entries in both Wisconsin and Arkansas returns. Verify that you are filing as part-year residents of both states.
Each state will allow you to divide your income and report only income received while a resident of that state. Make sure those are filled out those “income allocations” correctly in each state section.
