Why is turbotax saying it can't file ny state form 213 until jan 27, when ny state says the form is final already?

The forms will not be ready in the TurboTax software until January 27th.  When forms are released by the IRS or states, it takes a little time for TurboTax to get them in the program and updates made.

and then the state must approve TT's version (programming) of the form.

Check the New York Individual Form Availability webpage in TurboTax for the latest release dates. The listed dates are estimates by TurboTax. Sometimes forms are delayed and TurboTax will update the schedule.

And.....the IRS will not begin to accept federal e-files until January 24.   A state e-file cannot be accepted until after the IRS has accepted your federal return.   So you have time.
