why is the Non Resident State credit form appear when no taxes have been paid to another state?
I live and work in MA.
W-2 is company located in Arizona and state tax is MA.
And there is a 529 plan located in Rhode Island. but there are no state taxes associated with it.

From what you describe you did not make any money in other states that the other state is taxing also. So go through that section again and answer No. That should turn off that attempted credit computation.
