No. Schedule 3 part 1 is for nonrefundable credits only and includes Form 5695 on line 3.
Instructions for Form 5695 clearly state:
to carry the unused portion of the residential clean energy credit to 2023.
There are no known issues with the form in the program. If you are using the online version, you can:
Deleting the form and restarting didn’t change anything. I did my own research and learned about Credit Limit Worksheet B for Schedule 8812. In my case I qualify for additional child tax credit which must be the refundable tax credit I was seeing. Turbo tax doesn’t make this clear because they don’t show you how the credits are calculated until after you pay to eFile.
