Why is it showing I owe NY state taxes if I am filling a IT-203 form for non-residence, because I am in the military and living in VA?

New York's definitions of resident and non-resident are here:  https://www.tax.ny.gov/pit/file/pit_definitions.htm

You will note that your military pay IS subject to NY taxation if you are still a NY resident by these definitions.
